While LLMs aren't that good yet, an LLM with documented human intervention may well be a more open system than just having some guy do the job conventionally.
in a country riddled by corruption, it seems like a really good idea. It's of course questionable how well it's been implemented but LLMs are certainly good enough to handle these kind of decisions (which company is the best placed to do A or B)
